I have an ATT modem? that controls TV and phone, then a 2nd router that just controls my PC’s internet, including Ethernet. So my Ethernet IP is 192.168.2.139 (has a 2).

Wait, this makes the situation different. Are you sure your router modem has dmz set up to your actual router? Can you set your router modem into bridge mode instead of nat.

Basically turn off router mode and turn on hub mode. You can also put it on the same network as modem and turn off dhcp on router.

I have no idea since I don’t know your router model or your router modem model. Your setup makes it very hard to debug.

All he has to do is put his router on the same network as his modem and disable DHCP on his router. That way his modem can handle all network bullshit.
