No he did not. Link (not the cartoon series) does speak in one form however, he yells (if you call it that) or some type of voice sound effect for slashing an enemy or falling and getting hurt.

That sounds like an NPC from one of the people in a town or he was speaking to himself in his mind, which would make sense in that standing, so he didn’t actually speak per say.

“I lost my mirror” - is said by an blue woman NPC.
“I found a mirror under the table” - Link is thinking to himself, as since he isn’t speaking to anyone but himself, logically, he isn’t speaking and there isn’t any proof that he is besides thinking to himself.
