Can anyone tell me how to create a Graal Reborn server please:shrug:
Go to download page and download the server software for starters. There should be a tutorial or faq somewhere on this forum. 
The best FAQ on that was deleted with Riley’s posts.
Your question has a few implications: 1.) You want to build a player-world 2.) You want it online
You’ll of course have to download the software. Use the Graal Editor to build levels. Use the Gserver to host your server (or find someone to host it) and use the RC to upload your levels, graphics, etc to your server.
