What’s the difference? That’s how the reputation system works… except thanks don’t apply those the limits reputation originally has, even though it’s basically the same thing. Oh, and there are minor aspects that effect how much you can give, but really they both seem the same. Except that one is called karma instead.

Well maybe it’s because I don’t really post anything on the forums, and when I do… it’s usually useless information.
Like:

It shows that you don’t know much, level npcs are practically done. Getting very close to being finished
