Yo, can this disappear after you’ve already seen it after the 100th time?
My Firefox plugin hides it. Profit!
I tried to figure out how to disable it after you’ve seen it a couple of times, but without any luck. 
Joey might know, he’s the vBulletin guy.

I had one my styleit thingy plugin do it before, but haven’t replaced it yet… but still, it’s a bit annoying. Especially when I long gone set up an account.
I just ignore it…
