The Free Software Foundation's Free JavaScript Campaign.

The Free JavaScript campaign is an ongoing effort to persuade organizations to make their Web sites work without requiring that users run any nonfree software. By convincing influential sites to make the transition, we raise awareness of the need for free software-friendly Web sites and influence the owners of other sites to follow.

I personally use NoScript, uBlock Origin and an extensive hosts file, ip blocklists and other stuff to stop ads, malware, tracking and overly bloated JS that attempts to load from sometimes over 100 different domains on some mainstream sites. The overuse and abuse of some JS, Flash and other stuff really ruins websites and wastes alot of power consumption, time and computer resources.

Who makes users run non-free software?
That’s pretty stupid from a target audience point of view… making it uselessly narrower for the sake of a plugin.
